David Cameron the UK Prime Minister is organising a summit of world leaders at the end of the 2012 Olympic Games on Sunday 10th August 2012 in London to discuss world hunger.

Standard Chartered a UK registered South African bank (the Aparteid Bank) is currently under investigation by the New York bank regulator for systematic corruption.

Occupy London calls on the UK government to order a no holds barred criminal investigation into Standard Chartered and to promise to return all money discovered to be laundered from the people of Africa back to the hungry people from whom it has been stolen... bring your tent!!!

Each and every national Central Bank needs to be chartered under national and internal regional DEMOCRATIC control.

DEMOCRATIC control of central banks must also be combined with the necessary checks, balances and laws required to ensure Central Banks are not able to undermine DEMOCRACY by dishonestly assessing the economic situation in order to manipulate public opinion and general election results.

All central banks need a democratically agreed charter as an operational mandate to ensure continuous DEMOCRATIC accountability and must also report at least four times a year to cross-party elected representatives of the people in national and/or regional assemblies & parliaments and report at any other time as required.

A Democratic Committee on Banking Supervision (DCBS) consisting of non-partisan Democratically elected representatives of the people and leading banking supervision experts needs to be established as the non-partisan international banking legal authority through a Democratic Committee on Banking Supervision (DCBS) TREATY & CONSITUTION that have been Democratically Authorised.

Once operational the Democratic Committee on Banking Supervision (DCBS) needs to continuously Democratically accountable and so report at least four times a year to non-partisan elected representatives of the people in national and/or regional assemblies & parliaments and report at any other time as required.

Each time a Bank rigged LIBOR it was to gain an illegal advantage in order to fraudulently make large amounts of money for the benefit of Bank Trading and Risk Teams and Bank Departments and individual Bank Traders and Bank Executives.

Therefore all BONUSES paid to all Banking Executives and Trading & Risk Teams worldwide since at least 2008 have been fraudulently acquired and so MUST BE REPAID to shareholders in full with compound interest and all Banking Bonuses MUST now be SUSPENDED for Financial Service Executives and Trading & Risk Teams with immediate effect until all prosecutions are complete of those responsible for fraudulently fixing LIBOR and of other interest rate fixing crimes.

In addition Employment Contracts need to be TERMINATED globally for all Financial Services Executives and Trading & Risk Teams worldwide and Fixed Standard Financial Services Employment Contracts need to be IMPOSED globally to PREVENT fraudulent Bankers PAY, PENSIONS & BONUSES from further damaging the economy of the world and to save 99% of people from having to keep paying the extortionately high price of funding the fraudulent greed of Bank Executives and Bank Trading and Risk Teams.

there are 3 occunonces and killers that i personally have been aware of, (though i keep my ear fairly close to the ground i fear there may be more) the most highly publicized used a false name. Lots and Lots of others use false/multiple names both online and IRL. Those people that have been arrested neednt worry them because any previous sex offences/bail offences will obviously be picked up at the copshop. so therefore to proceed, everybody who has not been arrested should submit two forms of id (passport/driving licence/bill/benefits form etc etc) to a committee of people who are above suspician. . The committee shall go by the handle "committe on unoccupy activities" remember, if you have nothing to hide you have nothing to fear,

Tobacco does not just harm oneself, it is a local pollutant, its infernal fug hanging above occupy london meetings (where we often have children present)like the cancerous cloud it is. i have often observed people having a quiet drink or sniffing a quiet line be excluded from meetings for this but those legal and illegal drugs only harm the person imbibing. i have read the SSP and (badly phrased though it is) and rule 13 "occupy london is an alcohol and drug free space" seems to leave little room for maunevre. alcohol is a drug, tobacco is a drug, "drugs"(narcotics) are drugs. clean up the language or clean up your lungs. i also believe the incessent smoking violates rule 2 - the physical boundaries - that is the lungs which are passively violated.

Occupy London would like to make a call to all like minded people to join together and help us to establish an International Financial Criminal Tribunal to investigate executives, regulators, politicians, managers and sales teams suspected of involvement in any past, present or future financial, economic and corporate crimes against humanity.

The crimes to be investigated include but are not limited to the fraudulent "mis-selling" of sub-prime mortgages; insurance policies; fake Interest Rate Derivative hedge products; credit default swaps and the fraudulent setting of LIBOR.

Fraud is not "wrong doing" it has, in fact, always been a crime punishable by law with maximum sentences set for the worst offenders of many years in prison.

As yet another level of clearly institutionalised financial corruption is revealed to the public, it has become obvious that the current political-legal process fails to protect the vast majority of people across the world from endemic financial abuse.

Each banking scandal is followed by politicians tediously calling for the same old pointless inquiry designed to produce the same old recommendations to maintain the status quo: allow the corruption to continue unabated whilst re-branding and re-arranging the regulators like re-arranging the deckchairs on the Titanic.

The only conclusion that can reasonably be reached is that democratic politics around the world is fundamentally corrupted by international financial and multinational corporate interests operating out of global business hubs such as the City of London and Wall street, New York.

By definition international financial institutions and multinational corporations operate globally and because human and environmental impact laws are only enforced nationally, at the discretion of institutionally corruptible politicians, this means that even after worldwide regulatory agreements are reached, such as, the international Basel accords for banking regulation, the companies and those responsible for their operation and regulation are effectively beyond the rule of law.

We the 99% must no longer allow fraudulent and socio-economic-environmentally destructive corporate criminal activities to evade/avoid criminal sanctions by simply shifting operations to another part of the world.

Essentially then in an integrated global economy the nation state system of governance is simply unable to deal with the global criminal operations of many international financial institutions and multinational corporations.

Following the post WW2 model of progressive multilateral reconstruction and trust building there now clearly needs to be an International Financial Criminal Tribunal to bring this never ending stream of institutionalised financial corruption to an end. This tribunal is needed, both as a way to punish those involved in past, present and future financial crimes against humanity, but also as the starting point of a new era in which global corporations and post-2008 capitalism can be properly regulated for the good of all based on universal financial and corporate accountability enforced at the global level.

The Occupy movement internationally would like to make a call to all like minded people in the world to join together and help us to establish an International Financial Criminal Tribunal so that international business can finally be brought under the rule of universal law.

FAQ 1) What will be the legal framework followed by the IFCT? [The IFCT will be based upon the principal of universal crimes against humanity (financial crimes against humanity) and/or will also use the internationally agreed Bank of International Settlements (BIS) Basel accords, particularly Basel II, as one of the starting points for financial criminal investigations. IFCT judgements will be based on the "balance of probabilities" rather than being "beyond reasonable doubt". Now in his 90s Stephane Hessel recently wrote in French an essay ((Indignez-Vous!) as an indignant reaction to the 2008 international banking crises and a rallying call for people to resist the unjustifiable austerity policies that are being forced by national governments onto the 99% of people that governments are supposed to represent and protect. Whilst the 1% of people that national governments really represent and protect: bankers, business executives, private equity, regulators and politicians; who are universally accepted as the criminal cause of the 2008 banking crises, continue to increase their already obscenely disproportionate wealth by criminally cheating 99% of people out of their: savings, homes, pensions, health care, job security, educational opportunities and future aspirations.

Stephane Hessel's essay (five thousand words) was published as a pamphlet (forty pages) in December 2010 and quickly became a best selling book in France (Indignez-Vous!) and in Spain (Indignados!), which was one of the inspirations of the "Los Indigdanos" (the indignantly outraged) movement in Spain and the Occupy movement worldwide. The english version (Time for Outrage!) has not been widely publicised by the UK media.

In fact Occupy London had to even donate a copy to the British Library! in December 2011, which up until that point unbelievably didn't have the English version (Time for Outrage!) of Stephane Hessel's international best selling book!]

To ringfence £300 for Nomadic Occupy for hiring of vans to transport equipment as and when necessary. Van hire via friendly contact is £50 per move.

Background - van hire costs have mostly been met by individual nomads until the last move, for which £50 was allocated. The Nomads are largely self-supporting but are struggling to keep up with paying these transport costs. GA where £50 was allocated agreed that Nomads could request £50 every fortnight for transport if transport was needed. This proposal is intended to ensure that the next 6 moves of the Nomads can be covered - that there will be money in the account, ringfenced specifically for this purpose.

Exactly what these are to be (flyers, stickers, newsletter etc) to be decided by relevant groups in the future... Nomadic Occupy would just like to ensure that the money is there when it is needed.

Background - a similar proposal was almost passed at a previous GA but became bogged down in what the publicity material would be and where it would go. This is an attempt to safeguard the money while ideas are debated and deliberated on and until a decision is made.

This is a finance request/proposal from Harj and me. Occupy London GA has previously decided to support the Counterolympics demonstration on July 28th, which reached consensus unanimously and without concerns. For months now I've heard many people saying Occupy 'should do something' about the Olympics, and this is the biggest protest that is planned. A demo unfortunately doesn't happen without funding (for banner materials, van hire, maybe amplification or generator), so we are asking for Occupy to chip in £70 to support Counterolympics financially as well, as we have money and the network doesn't. Both Friday and Sunday are good for me to come and present this, but if it's Friday please can you put it a bit later on the agenda as I probably finish work just before 7 and won't make it to the very start of the GA.

Two Brazilian activists, Almir Nogueira de Amorim and João Luiz Telles Penetra, have been brutally murdered in the Guanabara Bay. They were fishermen fighting against the construction of gas and oil pipelines by a Brazilian multinational, Petrobras, which disrupted their fishing and livelihood. They spoke at the recent Rio + 20 conference. I intend to propose that Occupy London sends its signature in support of the statement under the article which follows. A two year ASBO was yesterday imposed on Simon Moore, our friend and fellow protestor at Leyton Marsh.

Like us, Simon believed that what was happening on Leyton Marsh was wrong and needed to be resisted peacefully.

Like us, Simon did not want to see a beautiful habitat and recreational space enclosed, contaminated and destroyed for a wasteful temporary facility for the Olympics.

Like us, Simon was prepared to show his opposition to this destructive land grab.

Like us, he was intimidated with the full force of the law and criminalised.

Like Simon, we do not wish to stop speaking the truth about legitimate issues around the Olympics such as environmental destruction and suspension of our human rights.

Like Simon, we will not stop peacefully protesting.

Like Simon, we will not stop speaking out about what is right.

Like Simon, we refuse to fear doing what is right and just in the face of repression.

Occupy London should make a reasonable offer to Islington Council to pay for the clean-up of Finsbury Square. The amount should not be too low as to be an insult to the residents of Islington, who otherwise will have to pick up the bill. Therefore the minimum amount I propose is £2,500.00 (this is subjective based on the briefest of assessments) to be combined with a genuine offer from Occupy London to provide sufficient competent volunteers to work under the direction of Islington Council to clear-up and re-landscape Finsbury Square.Additional commentOccupy failed at Finsbury Square because insufficient people involved with Occupy London had the practical skills, experience and desire required to make Finsbury Square a success. Occupy London needs to both learn from and take responsibility for mistakes made.

The £2,500.00 compensation amount and volunteer clean-up combination is subjective and based on the briefest of assessments.

A decision needs to be made on the St Pauls Tent City University tent (the actual 6mx6m tent from Occupy LSX complete with banners and signs. A deal has been reached with the owners who are being very supportive.  They're willing to accept a replacement so that the original can be used for Occupy travelling talks, events etc.

This is a bargain and provides Occupy with an valuable resource it owns and can make much use of, even beyond its iconic significance.

The owners are sound people, having loaned the tent throughout the occupation.  But they will be needing it or a replacement for an event in the summer. They do need to know what's happening now.

The tent in good condition but will need approx £60 worth of welding done to repair steel joints damaged in the evacuation from St Paul's.  

Storage will be free of charge care of Occupy supporters, and travel is to be paid for by working groups wanting to use it eg for events, tours.                       COSTS Supplying owners with a replacement tent  - based on internet research 500  Welding   60

As we have a number of festivals and outreach events coming up and as we have spent hardly any of our diminishing pot on materials for this I would like to make a finance request. I haven't priced everything up yet as I need to trawl back through emails to get costs and intend this request to be a collaborative one.

Given that several events have been financially supported by Occupy (May 12, Carnival of Dirt etc) for general outreach materials etc I very much hope that this initial request will be regarded in the same light. I will of course add more detail but feel it is important to make this request now.

So

£600 to cover leaflets (to include general statements and policies, pamphlets about process and how GA's work, any other materials we may develop in the next couple of weeks. Occupy London Petition Re: Government Responsibilities for Housing    We are delivering this petition on behalf of Occupy London. As representatives of the Economics Working Group of OL, we are the signatories of this document, acting on behalf of the OL General Assembly which approved both its principles and its content at its meeting of 23rd June 2012.   It is difficult to argue against the general and particular merits of the initiative proposed, this taking account of the acute crisis in housing which is generally acknowledged by all those working in the sector. While this policy has been developed independently by the Economics Working Group of Occupy London, it both reflects, and draws upon, a variety of suggested policy initiatives which would seem to enjoy wide and urgently felt support from a majority of professionals with an interest in the field.    The imperative need for a stimulus for the economy is impossible to overstate, and this agenda provides the best possible place to start. It is clear that blind adherence to  housing policies that have been shown to be both ineffective and economically disastrous over an extended period has nothing but continuing social damage to offer to the people or economy of our country, either in the short or longer term.   We understand that you will find it difficult to avoid engaging with the issues raised other than on the basis of spurious and outmoded economic ideology. However, we look forward to prompt ‘real world’ action to address this fundamental and as yet outstanding duty to the country whose people you lay claim to represent.      Yours Sincerely

We would like to propose a Roving GA to Lincoln Inn Fields on Friday with the following topic. Ideally we would like this to be the main or only theme of the GA as we are hoping for it to be an Outreach event.

'Bread and Circuses' was the basic Roman formula for the well-being of the population, and hence a political strategy unto itself. In the case of politics, the phrase is used to describe the creation of public approval, not through exemplary or excellent public service or public policy, but through diversion, distraction, and/or the mere satisfaction of the immediate, shallow requirements of a populace.

Nomadic Occupy have been largely self-funding for the last 3 months, they have covered all their food and sanitation costs and most of their transport and infrastructure costs themselves or by raising donations.

The Nomads aim to stay in a place for 4 weeks, then move on, however recently they have been moved on more frequently than this which means additional costs which they have struggled to meet. They are therefore asking for a contribution towards transport costs to help them repay individuals who have contributed more than they can afford towards helping the camp move.

The Nomads do not expect this to set a precedent - if this request is granted they won't automatically assume funding in the future.

I am a songwriter who has covered the occupy theme in my work. I have concluded that transparency is the most important aspect of what this should all be about - the topmost concern of the agenda. Transparency will bring all the other aspects to the fore. Peel back the layers one by one until capitalism is reformed. The UK government has pledged to bring more transparency and this should be a forced issue every day in the ears of our polititians.

Over the past three years i have tried to educate myself in the goings on of the world. It has been hard to deduce what to believe, given some of the conspiracy theories including ones such as reptilian aliens and others of the sort. However i have come to the conclussion that there needs to be change. However i don't quite understand how your movement goes as far to do so. My main problem is it doesn't explain why and where there needs to be any change except with the cheesy slogans that are at risk of becoming outdated cliches. People can shout and scream that the rich 1% are evil, selfish and destroying the world but people can't just take your word for it. Just because you've got some unemployed scruffy youths fresh out of education shouting 99% against the 1% doesn't mean that people will take your word for it. And any work your doing talking to government officials or whatever it is you do will be in vain cause t hey don't have to listen to you. The only way for success in this movement is force. The 1% at the top are successful and will continue to be more successful for two reasons they are highly organized and highly powerful. They have created a highly complex system which has actually tricked the public (and you) into thinking if you play by the rules you can get what you want and get what is best for the public as a whole through participation in this system. The only way to take on this 1% is to more organized and more powerful. This is an incredibly tricky task as the only power open to us is the power of the people. This in turn makes the organization part harder as it would require the organization of a vast number of people. This is daunting thought however if put into reality it will make any power the 1% have redundant. The goverment would have no other option but to actually start thinking about how it can pacify a freshly awakened furious nation from a long sleep of oblivious ignorance. Obviously the first step is to become organized. Through organization comes the awakening of the masses (power). If managed on a worldwide scale huge masses of people all over the world in proportions never been seen before will be standing up to their respective goverments saying, "this is bullshit. The system isn't working for us anymore, lets change it. Not by making tiny modifications here and there. Lets completely change it. To a state where there is no super rich. People can't rise so far above others as to the point possible today. People should be born equals. Not some ready to die and some to recieve riches people couldn't even dream of. " Therefore the point is this. We need to become organized. The movement has stagnated because it is not organized. I understand this movement prides itself on there being no structure and mainframe to it ( i actually like this idea) however i can that this is creating a barrier for itself as organization as proved itself to be essential throughout the ages for success. Shepards are needed to guide there flocks. People are required to designate people who are willing with tasks. It needs to become organized within the UK and also between nations. I believe that the movement is also failing in the sense it fails to educate. The system we live in isn't going to educate us in the topic of how we're so badly getting fucked by it. The system we live provides an educational system teaching us to be passive and part of the system and to not go against it. Therefore i believe that a website needs to be made to be a soul source of good solid information and facts that show how vastly corrupt the system everyone lives within for what it is. Hopefully it will leave those with the curiosity to know how they and their world is being screwed over for the benefit of such few with no other option but to to want to participate in the overthrowing of it. I sincerely believe if this is successfully executed people all over the country will be wanting to join in the movement and helping spread the news like wildfire. As its been said it's easy to blow out a candle but not a fire. If similar websites set up in other countri es a more general worldwide website could be made however lets not jump before we can leap.

So what i believe needs to be done. A very well organized website needs to be made explaining whats so bad about the current system that sustains the 1% with its banks, multinational corperations, harm to the enviroment etc. Then to disect these points more and more until all the evils the current system instils into our civilization have been fleshed out. Once this has been accomplished a very serious and energetic attempt needs to be made to spread the word. Then we should worry about how the occupy movement can bring about change, once we have enough force to make this change happen.

The Occupy London General Assembly will have the following schedule.

2pm Saturday This GA will be happening every week. Outreach events, teach-outs, outward facing topics will be privileged for this GA. Once a month, preferably the first Saturday of the month, the GA will have the format of the Working Group Assembly.

7pm Tuesday and Friday These GAs will be scheduled only if there are proposals or topics submitted for discussion. Proposals and topics related to Occupy will be privileged for these GAs.

The scheduling of GAs will be decided at the GA planning meetings every Wednesday 7pm. The choice of the day will depend on: - other events planned in that week - availability of proposer - availability of facilitator

I would like to make an amendment to the finance proposal that was granted last week. It was agreed to provide funding for Livestream/Legal to purchase a Contour+ cam which would stream to the Internet. What was misunderstood when the proposal was put forward was the fact that on top of the camera, and the subsequent Cerivo 'liveshell' streaming device what was required was also a 3G data connection. This was the reason given for also requesting the iPad with 3G data plan.

I don't think this would work for the following reasons; - For the contour cam to Livestream to the Internet, there would need to be enough bandwidth to allow for continual uploading of HD content. -The person with the Livestream cam would also have to have the iPad. -if the iPad were to run out of battery, the contour camera wouldn't be able to stream -the iPad 3 already has a HD video camera. -using the Contour+ camera, there is no opportunity to have a dialogue with the viewer in the way that is possible using Livestream or Bambuser on other such devices.

The Contour camera would be necessary for legal as it would allow for HD quality recording straight onto memory stick without having to worry about incriminating evidence being made available to police on the Internet. It would allow the legal observer to type notes which relate to what the camera is seeing. -the Contour+ version also has GPS so it is possible to relate an incident to a particular time and location. -footage collected on the memory stick can be made available and uploaded after the event, assuming the footage is not required for legal purposes.

I would suggest that given the aforementioned reasons, the Contour+ video camera should be available solely for the purposes of legal, and as such would be kept by legal with legal observer jackets. They can, however be utilised for other actions and events.

I am requesting money for the camera which can be bought and imported from the US for £310 - (the UK price is £500). The £16.99 strap will attach to any bike helmet and by purchasing 2 MicroSD cards, there will be an opportunity to continue recording if one memory card is full.

The Corporations Working Group proposes that Occupy London lends its support and varied skills to the Carnival of Dirt. Inspired by the work of the Corporations Working Group it would be greatly strengthened by having the support of as many other Occupiers as possible.

This proposal, if passed, would allow Occupy London to express desires similar but not exclusive to:

BACKGROUND

If you scratch the surface of any transnational mining or extraction corporation, you will find the same abhorrent, filthy behaviour.

The billionaires behind this trade, make their fortunes at the cost of human rights abuses, labour rights violations, poisoning of the environment and dwindling water resources, forced acquisition of lands with empty promises of adequate housing and employment, evading millions in taxes, corrupting governments, thriving in conflict zones and turning peoples against each other.

Financial institutions like the London Stock Exchange and the London Metal Exchange and governments turn a blind eye to these abuses and fail to punish for these crimes in the majority world or even legislate against them adequately.

Carnival Of Dirt celebrates all those fighting this injustice and remembers those who have suffered for doing so.

OCCUPY' and is 12 metres wide and hanging between the trees at Finsbury Square. I provided the background fabric and sewing threads out of my own cupboards but had to buy the rest. We team-sewed on the ground at Finsbury for about 24 hours in total to make this banner. I would like to be reimbursed the £42.12 and have the receipts for what I spent. I bought the cheapest available fabrics for the purpose.

This proposal comes from the following considerations:

  1. Attendance, and therefore effectiveness, of the WG assembly has diminushed notibly in the past month.
  2. By freeing tuesday evening we allow space for other types of meetings to happen at that time.
  3. Hopefully the fact that it will be happening once a month will encourage more people/wgs to attend.
  4. By making it happen once a month we can promote it as an outreach event.
  5. In this perspective, it could be worth considering that it takes the place of a saturday 2pm GA once a month (this could be something we consider case by case)

BACKGROUND - Carnival Of Dirt

Last year Occupy activists decided to occupy the UK office of the FTSE 100′s highest paid CEO: Mick Davis of Xstrata plc. To support the defence of the Xstrata 21 the Occupy the London Stock Exchange’s Corporations Working Group didn’t have to dig deep to uncover sinister and illegal conduct. We began a project to create a research document to present to the world.

Many occupiers came forward to provide support. People began approaching us asking us if we knew much about Glencore. These two corporations effectively already work together and are currently attempting to merge. The people who wanted to offer support began to pile up. Indigenous activists in areas of the world damaged by these companies contacted us with information and a desire to act. Organisations like the London Mining Network, Piplinks, Philippines Solidarity Campaign and Free West Papua began feeding into our campaign, journalists and film makers from a number of continents worked with us, Occupiers from Switzerland and many more. Suddenly a large variety of groups, from research to direct action to people suffering directly at the hands of Xstrata and Glencore, Rio Tinto, BHP Billiton, Shell, Anglo American, Verdanta and others were planning a day to commemorate the dead and celebrate the living who still fight on, a Carnival of Dirt. A day for the majority world.

I would like to make a proposal that £100 be reimbursed to cover the purchase of 10 legal observer jackets from GBC. I am making this request on behalf of Janie Mac who I believe made this purchase during the time when the finances were frozen. The legal observer jackets have been necessary as GBC have been reluctant to give any of theirs out as they are being kept by certain people. They were used during all of the May actions.

The legal observer jackets are being looked after by me, and they are immediately available for anyone with the necessary training to respond to any Occupy event.

There is no receipt for this as Janie bought these items from GBC who ordered a larger number. I can ask that GBC write out a receipt if this helps.

‘OCCUPY THE JUBILEE’ event on Jubilee day on Sunday 3rd June

The RDWG is proposing an ‘OCCUPY THE JUBILEE’ event on Jubilee day on Sunday 3rd June. This is the day that the British Establishment is planning the celebrate monarchy with a thousand ships coming down the Thames. We are proposing that Occupy London celebrates democracy at St Pauls Cathedral assembling at 12 noon. 

The group has a draft paper called ‘Crown, Parliament and People’ as background for a discussion at the GA which we intend to circulate. 

Occupy for Democracy 

This was suggested at a recent GA as an alternative. We are not opposed to this as an alternative title and are happy to discuss its merits again in seeking consensus. 

Celebrating Democracy 

The theme of “Celebrating Democracy” is not about the current democracy which has failed. It is about celebrating the struggle for democracy undertaken by, for example, the Levellers, Chartists, and Suffragettes symbolised in their colours, green, red, and violet. This runs alongside a popular republican tradition taking us from the revolutionary Tom Paine to a future People’s Republic built on people’s assemblies and real democracy. 

A range of speakers will connect the themes of democracy and people’s rights. A speaker from the working group will open on the Crown and the struggle for democracy. Alberto Durango (IWW City Cleaners Branch) will talk about the struggles for democratic and trade union rights in the City. Dr Louise Irving will speak about the failure of the parliamentary system to halt long term government plans for privatisation of the NHS. Donnachadh McCarthy will speak about the corruption of liberal democracy by corporate interests. 

Natasha Langridge (Playwright) will speak about democracy practised by pirate ships. Peter Tatchell (Republican and Human Rights Activist) will discuss why we need republican democracy. John McDonnell MP will draw these themes together with reference to the struggle for democracy in the past and why we need a radical extension of democracy today. 

Lastly we hope to have Jubilee Debt Campaign to do a Teach - Out on auditing and cancelling debt. Jubilee was historically associated with debt forgiveness and when Athenian democracy was established Solon, the father of Athenian democracy, wrote laws cancelling debt. 

CARNIVAL

It is important that this event is conducted in a carnival atmosphere. We would like to have some communal singing interspersed between speakers. People should dress up as pirates. We should have balloons and music. We are suggesting we should decorate where possible with the red, lilac and green colours of the Levellers, Chartists and Suffragettes. We hope to have some people dressing up as pirates with flags. 

DANCE-IN 

We propose a march from St Pauls on a route that will take us to the Thames. We have asked a samba band to lead us with the idea of dancing rather than simply marching – for example Salsa to St Pauls, Boogie to the Bank and Tango to the Tower or whatever route is agreed. Those who want to disperse will do so and the rest and those who want to join the Republic event will find our own way there

The Economics Working Group has a statement of support for Occupy Bilderberg, that it would like endorsed by the GA. This message will be read out - in Chantilly Virginia - to the members of Occupy Bilderberg, protesting outside the Bilderberg Conference (May 31 - June 3).

It is a simple message of support, and the idea is that it would have more impact coming from the whole of Occupy London, rather than solely from the EWG.

BACKGROUND:

On the home page of both the old and new Occupy London websites, the following email addresses and telephone numbers are displayed:

Because of their prime position on the homepage, any outsider wishing to contact Occupy London will do so using these means, and will be under the impression that they are making 'official' contact.

However, there is currently no information available about who receives any emails and telephone calls made to these places, what process they use to respond to them or how an occupier could request and be granted access to these shared resources. There is no way of knowing if the password to these accounts are secure.

Occupy London values and promotes transparency, accountability and horizontal structure, yet it's primary points of one-to-one contact with the wider world lack all 3 of these, and those who use these contact points appear to have not made any effort to change this state of affairs in the 6 months since they were created.

PROPOSAL

I propose that:

The General Assembly requests that every person who has, or has had, access to send and receive emails or telephone calls from any of these addresses and numbers:

1) Makes themselves known.

2) Explains which addresses or number they have access to, how they came to have access to them, and how others who desire it can gain access to them.

3) Gives an estimate of the number of emails and calls they have received and responded to since they gained access to each address or number.

4) Explains the procedures and processes that they have been using to decide how and whether to respond to or forward incoming communications

5) Is invited to share ideas on how the operation of these and similar addresses and numbers could be made more transparent, accountable and horizontally structured.

For the sake of explicit communication, the General Assembly requests that those announcing their possession of these resources do so in writing, and publish their responses to either the new Occupy London website Press WG forum, or to the mailing list at occupylondon@groupspaces.com

The General Assembly requests that responses are made by the relevant parties within 2 weeks of this proposal being passed at a General Assembly.

It is anticipated that residents at LFS will be leaving the site by May 25th, and as part of the handover process, certain costs need to be met in order to successfully facilitate the safe removal of on-site infrastructure.

Core Costs:

1) Professional toilet emptying fees - whilst the toilets can be cleaned and maintain on a daily basis emptying is a professional job requiring funds = 3 toilets @ £15 each (emptied twice weekly = £90) x 1 week = £90

2) Gas for cooking - £80 x 1 week = £80

3) Luton Van Hire £25 x 5 hours = £125*

(Given the number of people concentrating on May Actions and/or Film Shooting this Friday – and the absence of a GA on Saturday – it is proposed that the much-needed Collective Review of our Grand (and not so grand) Strategies, as petitioned for by over 80 people this week; as tabled as an as-yet-undiscussed agenda item 2 weeks ago, remains ‘on the drawing board’ for one more week. It is still vitally important; its implementation warrants our full and undivided attention, that’s all.)

Proposal 1 £100 to pay for Yorick’s fine in response to his attempted Occupation of Trafalgar Square, 9/11/11.

Proposal 2 £370 core expenses to Finsbury Square, not least to revitalise the Occupy Frontline, many of whom took part in this week’s May Actions; some of whom got arrested; one of whom(?) got hospitalised. Breakdown: Food - £150 (about £2 a week per Occupier) Sanitation - £90 (about 5.8 pence per bowel movement) Gas - £80 (about £4 per service, if we discount un[ac]countable amounts of ‘hot drink’ founts) Petrol - £50 (about £25 per screening of ‘The Ipcress File’’ on reclaimed TV in Lee’s tent; plus lighting for kitchen, power for phone-charging & laptopping etc)

Proposal 3 £100 for new generator at Finsbury Square. All 3 generators are now irredeemably (ie. cost-prohibitively) broken. According to Gusztav a quality replacement can be bought for the aforementioned price.

Proposal 4 £200 for straw to soak up mud at Finsbury Square. This would be bought from Camden City Farm, delivery included.

On saturday 3 occupiers including myself attended the "we are luton" counter demonstration to the edl on saturday, we searched for the cheapest ways to go discounting train travel as too expensive (circa 20 pounds each) went in a van with a bunch on anarchists, £4 petrol each , £10 total , 4cm wodge of Occupy/ you dont need to be a tent to be an occupier business cards distributed as well as numerous verbal defence and promotion of our movement.

A reasonable and adequate amount of money should be set aside  from Occupy London finance funds to . The purpose of this money would be to cover necessary costs such as replacing the turf of this public park in Islington. If money is not set aside it is possible that Occupy London could be portrayed as a burden on the hard pressed council tax payers of  Islington, many of whom have been very supportive of Occupy London.

It's a statement calling for the UN to represent the public interest and resist corporate capture at Rio+20. It has been supported by Friends of the Earth and others.

We therefore support further strengthening of multilateral institutions and processes within the UN framework, making them more democratic and responsive to the needs of people. However, we have strong concerns about the growing influence of major corporations and business lobby groups within the UN: over their influence on the positions of national governments in multilateral negotiations, their dominance in certain UN discussion spaces and in certain UN bodies. Increasingly we see UN policies that do not necessarily serve the public interest, but rather support the commercial interests of certain companies or business sectors. REQUEST 1 We request £50.00 for paint and material to make and surround the Camp with Posters and Banners. I have asked if there were any available from Finsbury Square and from Max, so as to avoid buying them, so far none have been provided.

REQUEST 2 We have determined that we will live on donations from the Public and from contributions from Nomadic Occupy Members, so we don't request money for food and gas.

The Group wants to be autonomous and so asks for £1,500.00 as a one-off payment to enable us to press ahead with plans and projects (as was submitted in my e-mail of the 12/04 last).

Details of the Equipment and Items on which this money is intended to be spent are being completed, will be submitted to the Approval of the Group andto the Finance/Process Working Group - LSX Occupy when completed.

Other than this, No other Request by any other person should be taken to have been made on behalf of Nomadic Occupy Working Group.

In a finance GA all that is being decided is how money is allocated and as long as it is spent within the guidelines of the Initial statement (i.e. not to the EDL for example) although you might disagree with any given proposal it could not become a cause of a block So proposals could go through on some basis that if a certain percentage did not object the proposal should be carried (say 90/10 or 80/20). However the problem has always been that this is not just a discussion about money but a discussion of power - what is a true occupier, centralisation v autonomy etc which is why people have blocked proposals. Therefore it is most likely (unless we can just agree to split it) that we have to resolve the structure and identity of Occupy first so we can simply then allocate the money. As this is likely to be a long and drawn out process (and may never come to a satisfactory conclusion) it would mean that in effect all the money would go to FS and OT with £3k remaining ring fenced for legal costs. PROBLEMS 1 FS would get enough money to survive but to really get FS going as an active political camp and base for Occupy. It would need more money than that ( providing of course there is a proper list of aims and specific costs for things needed like internet etc & also there would need to be the feeling that FS was aiming to be self supporting and everyone in the camp would be contributing to that.) Proposal: Funding request for The Occupied Times: £200 for additional printing costs for a special May Day issue - more pages, some colour printing.

Background Info:

The Occupied Times has been self-funded since November. While the LSX camp was at St Paul's it was possible to get a lot of donations towards printing costs. A sponsume funding drive also helped. Other expenses - travel costs for distribution rounds, travel to do talks at universities and to run workshops etc have been funded by OT members themselves. Since the LSX eviction donations have been way-down and a second sponsume is struggling to meet its target. The OT crew were really pleased to receive £370 from the Occupy London fund a couple of weeks ago and are working on ideas for further fundraising. The aim is to be self-sufficient and to have a sustainable paper that can carry the Occupy message and be a tool for Outreach for months to come. It could also become a tool for raising more funds for Occupy in general in the future, although more help with distribution and donation-collecting would be welcome to make this a reality.

This request is a one-off to allow us to print a really special May issue without eating into the funds we've raised to date. This issue will include info on all the May dates, events and the Global Spring...

· £29 (travel, printing, preparation) To be reimbursed since, without trying to make it a sob story, I don't have a job and am a student and most importantly since they were directly involved with, and strengthened, the case.

· £350 (travel costs (Lithuania) for central defense witness Include; £100 on a bus to Latvia, around £200 on a flight to London (return), 2 sets of Easybus return tickets adding up to £35. The reason for there being two sets of easybus tickets was a cancellation of his first flight (which for starters many feared would jeopardise the case) and then the immediate re-scheduling of his new flight. All of these have there respective E-tickets as proof of purchase.

Please note in the event that any costs that are reclaimed in future - (possible appeals etc) - cost received could be given back to the WG

This is a redrafting of a proposal I submitted to the GA last Saturday 21st.

I will not be able to attend the GA on Sat 28th.

I will try and find someone who can do it for me but if not would be grateful if some one else could.

This proposal is really a backstop if agreement is not reached. If some other form of agreement was reached I would probably be happy to drop my proposal but only if it meant both camps and the WGs receive funding.

I have not had a chance to sound this proposal out with others unfortunately.

We consider it imperative that the livestreamers and online tech have some funds to support in covering the various events coming up beginning of May onwards and would like the offer of a previous proposal made I think it was £320.00 to cover the costs of back up batteries for Android & laptops, harddrives for archiving and collating footage and editing, (no easy task and extremely labourious, what with rendering etc) (if it isn't backed up then it isn't really saved and easily lost) all purchases of course will be receipted. Also android livestreamers would benefit from having spare batteries for their phones as backup.

PS: Various items have been stolen that had been supplied voluntarily by occupiers (eg: mobile battery pack), we will endeavour to have any equipment safe and secured and will keep accurate records of funds spent and where equipment is being held.

Naffy mention a couple of sims and dongles for laptops.

In recognition of the part the OFS has to play in the upcoming month of MAY ACTIONS it is requested that OL releases sufficient funds to maintain the physical structures and safety of the camp for its workers and residents. These core costs include:

1) Professional toilet emptying fees - whilst the toilets can be cleaned and maintain on a daily basis emptying is a professional job requiring funds = 3 toilets @ £15 each (emptied twice weekly = £90) x 2 weeks = £180

2) Cleaning materials and toilet roll - some are donated but supplies in this extreme weather need continual replenishment = £38

3) Gas for cooking - £80 x 2 weeks = £160

4) Tarpaulin to complete Bender project (Extra accommodation to reduce need for tents and help better house residents / make better use of space) 180ftx240ft = £136 (Hazelwood has already been sourced and collected, and bender's are ready to be built). The tents that will be freed up will then be made available for further demos / actions / occupations.

5) Tech Tent (650watt inverter @ £60 to be refunded to Lee / Receipts available), / RAC Battery Charger @ £40 to be refunded to Lee / Receipts available) = £100 in total You will note there is no request for FOOD or PETROL. Finsbury acknowledges its responsibility to step up fund-raising efforts and has sufficient offers of support through private donations, activities, and voluntary contributions from residents who are in receipt of some income to provide healthy food for its workers and residents for the next fortnight . After consultation with residents and supporters over the last few days it is recognised that the endless debates over core funding for camps is detracting from other pressing issues and actions on the horizon. There are positive proactive changes in place at the camp but they do not ensure its long term future and there are moves to relocate to a new space where clearer boundaries, structures and a more developed focus one political activities can be put in place. In the meantime however, many Fins residents are significantly involved in May actions and believe their contribution to be essential to the success of those actions. We now want to be able to concentrate on effective politics in the public arena, rather than wasting further energy on endless divisive meetings and the struggle for survival . Our request is for two weeks core funding to be reviewed and, if agreed, resubmitted on May 9th process meeting. We acknowledge this is a temporary solution and that long term self sufficiency for all Occupy projects needs to be addressed during the interim period.

Finsbury believes that the frequent breaches of the safer spaces policy issues that so divided Occupiers were a direct result of the massive and unregulated population surge after the eviction of OLSX that has impacted its ability to function more effectively politically. However these issues are being addressed and there have been no incidents that have derailed OL business for several weeks with the result that 3 WGs; Econ. WG / RDWG / SSP discussion forums have now returned to meeting on site. The Geodome is no longer being used for emergency accommodation and can once again be used as a resource for WG meets and events.

In addition, the larger meeting tent next to info is secure, undercover and available for events / meetings. As the UK'S longest running Occupy site we believe that we have proved the longevity of the movement and the resolve of its supporters and to leave just as we are attempting to gear up public engagement with the cause would look like defeat. We have had weekly positive meetings with Islington council and are actively engaged with them in drafting documents for the Fairness commission. The public certainly saw the eviction of St Pauls as the beginning of the end for Occupy

  • we saw it as the other way round.

We ask for your support for this proposal which seems modest, reasonable and of course open to fortnightly review.

This represents a potential shift in the negotiations which have thus far been weighted dramatically towards the economic over the environment… but we must act quickly and strongly to support this initiative. Please circulate this request widely! Last night the G77 proposed language referencing Mother Earth and the interdependence between Human Beings, other living species and the planet we inhabit. There is, however, a big debate within the G77 on just how far to go with these concepts, under the section on Harmony with Nature. This is a critical moment in these negotiations as governments are deleting, bracketing or integrating items and our voice needs to be heard as civil society and social movements. Much of the debate is happening behind closed doors in sessions between blocks like the EU or the G77 and this is where decisions are made to retain elements or remove them. If we want the Rights of Mother Earth and these broader concepts to appear in the text, we must move quickly and show that we support this initiative by the G77! This is a message that must be heard by all G77 Member States, and by all UN Member States, before the Harmony with Nature section is again negotiated in a few days. On 1 May, people around the world will strike. They will demand their right to decent working conditions, secure employment and pensions. This day is for all people. It isn't just for workers lucky enough to have unions to represent them. It is for parents and carers whose work is often not seen as productive, for people forced into workfare schemes, for students whose only way to employment is unpaid internships, for those who can't get their foot in the door of the workplace because of their nationality, gender, disabilities. It is for all of us and our right to earn a living for a decent life.

The numbers of people claiming unemployment benefits is rising, with unemployment at levels close to their highest for a generation (much as the Government likes to constantly move the goalpost in their favour to massage the figures). Many with a job are forced to comply with unacceptable conditions, due to not having realistic alternatives, and their work is not as valued as some. The income gap between the highest and lowest is growing more quickly in Britain than other economies over the past three decades. Topping the inequalities off, we’ve seen average pay rises for FTSE 100 executives at 43%, with ‘top’ directors at 49%, all of whom can use their status to avoid tax.

It is time for these inequalities to stop. This May Day, strike with your union if you have one. Call in sick, take a holiday, don't show up. Join actions and marches in your city, bring your community together and talk about the issues in your area, make some noise. Remember, you are not alone and that together we can make a change.

In Reach (Proposed) Working Group Occupy London Financial Proposal - The Occupy London Fund

The proposal 1. 1) The Occupy London Fund would be an online funding request portal where supporters of Occupy London’s activities and ‘The Actual Occupiers’/ Supporters can post and allocate funding requests. The proposal is for all Occupy London funds to be frozen except for core expenditures of camps and working groups. Over a four to eight week period Occupy London reassesses its shared core values, goals, ethics and fundraising strategies while gathering momentum for May Actions. During this time all remaining funds are transferred to a bank account for the purposes of the Occupy London Fund. 2. 2) Occupy London Funding request process; for projects submitted by Occupy London supporters or individuals, requests would be posted on an Occupy London website where visitors to the website can comment/discuss, share, rate and vote on whether or not the project should receive financial backing from the Occupy London Fund. 3. 3) Occupy London Funding request process for actual occupiers, working groups and camps; for core expenditure or specific project expenditure submitted to the Occupy London Fund. Follows the same process as point 2 but decision making responsibilities for funding approval would only be open to actual occupiers, who (for the purposes of this document), are or have been Occupiers for more than 52 days in the year and belong to at least one active working group. Funding requests from Working Groups, Supports and Actual Occupiers would be agreed on the bases that accurate accounts and progress reports are made available online and posted on the Occupy London websites. 4. 4) Requests to end core expenditure funding; follow the same process for funding requests in as point 3

Background: Finance WG with support from others in a number of WGs have frozen the finances due to repeated breaches of process and SSP at Finance GAs and other meetings where finance was discussed. A means of resolution suggested by many Occupiers is to decide now what to do with the money in the bank account and allocate it accordingly to working groups, projects and/or camps. This would enable autonomy and freedom. A decentralised system would be the result. Camps, groups and projects would, post-resolution, be financially independent. There would be no more communal money pot. The finance WG has collected various suggestions on this theme. There are four proposals based on the suggestions. These don't come from one WG but from cross-WG and cross-camp discussions.

  1. (a) Ringfence all the Occupy London money for legal expenses incurred by people doing Occupy work. [This can only be reversed by GA consensus and then, not until issues around the name and structure of Occupy in London have been resolved.]
  2. (b) Divide the money using a simple token system. Advertised in advance and at the next appropriate GA, every person present is allocated 10 tokens. They can choose to donate those tokens to any group, camp, project or individual. The amount of money is divided by the number of tokens given out, a value is given to each token and the tokens are redeemed by the finance group (ie are exchanged for money).
  3. (c) Divide the money according to the template that the finance group has been working on, which is based on feedback from occupiers regarding spending priorities. Two parts: 1, is the method a good one? 2, are we happy with the amounts? (only do this if there's consensus on the method)
  4. (d) Allocate a certain % of the money to physical camps (FS, Nomadic Occupy) Five parts: 1, first, do we keep the legal ringfence currently in place? (£3000) Temp check on £3000...£2500... £2000... £1500... £1000...£500...0. Then consensus. [We now know whether we're talking about a total of £10,000 or £7000 or somewhere between] 2, Temp checks on the following: Do we want to give the camps control of 100% of the money? 75%? 50%? 25%? 0% Then consensus on the same.

Overview

That any decision regarding the overall allocation of funds should be postponed until the issues of the structure, identity and processes of Occupy London are given focus for an agree period as these directly impact current and future finance decisions During this period, finances could be distributed as needed via Finance GAs or another interim agreement could be found, so that there is a realistic time-frame to focus on all of the important issues that affect future financing of the movement The main reasons we find ourselves in the current mess are unaddressed and will only get worse if a decision regarding finance is taken that actually affects the potential working structure (or lack) of Occupy London

Sample of way of addressing the issues (which would be tailored throughout the process):

During this interim period, a sample way of addressing the issues could involve: Phase 1 - A series of open space meetings are held, where no specific agenda other than allowing free form discussion, to allow people to learn about each others points of view and values. Within this time, there could also be the possibility if necessary to have mediated meetings where viewpoints have become polarised Phase 2 - Based on the discussions that have been had in phase one, a process for working through the issues of structure, identity, process, press and finance over the course of the rest of the period is agreed. There would also be the need to factor and timetable these discussions around upcoming events in May etc Phase 3 - With a working process in place, separate focus groups are formed to discuss specific practices (e.g. transparency, accountability, access etc.) involving these issues and related working groups. In the interests of expediency, the emphasis here should practical, preferably placed on existing problems (or problems that have occurred in the past) as opposed to potential or theoretical problems. Phase 4 - Focus groups come together to exchange practices agreed upon within each group, and discuss whether or not these practices are compatible with one another and within the movement as a whole. Phase 5 - Open space discussion of practices agreed upon in phase 4 Phase 6 - Discussion of implementation of practices agreed upon in phase 5. This can include success tests and metrics, trial periods, reevaluation etc.

The Real Democracy wg and believe that Occupy London is facing a crisis of identity, purpose and democracy. We believe the current Occupy London’s financial crisis is symptomatic of this deeper underlying crisis.

However freezing essential funding is making a difficult situation worse and hasty moves to divide funds risk dividing the movement further. There is clearly a need to debate the broader funding issues in an in democratic forum and consider the more immediate essential funding needs of camps and working groups. 

To help resolve the deeper  crises we call on  Occupier to collectively come together to explore and develop a common identity ;  to agree our common aims by building on our Common Statement agreed  6 months ago and  to set out what tactics Occupy London wants employ to meet our aims.  If these are deeper  issues are sorted out then it will be much easier to deal with our financial problems.  We can do both at the same time. 

The other big issue is our democratic process and our ability to respond to the challenges conflict like this pose. We have democratic challenges that we need to meet.  Recent attempts to resolve the crisis have departed from our commonly understood practices and process. New practices are clearly needed, but if we are live up to our initial statement, they must be democratic.

The Real Democracy wg came to the GA on the 1st April with some initial ideas on developing our democratic process. The feedback we received suggested that we also need to look at our identity, aims, purpose and tactic.   We have now set out some questions for Occupiers  and will be holding open meetings to debate these further and coming back to GA regularly

We need to evolve not dissolve. 

Resolutions for GA:

We call on the General Assembly to award the following funding for essential camp and working group activity for the next 6 weeks to give time to develop a forum for making funding decisions and consider our democracy.  Finsbury Square : 2100 May Day activities : 1300 Occupied Times  : 650

We need a democratic Forum to meet our essential funding request and consider how we allocate our present £10,000 balance and fund-raise in the future For GA discussion item:

The Finance Process group will g)      Arrange the meeting set the agenda for the Finance council  h)      Manage the Bank Account -       set out and agree transparent criteria for the appointment of bank signatories (these could be members of the Finance Committee) including outlining what the role responsibilities are and how the position would end i)      Monitor the funding allocated to working group to ensure it is sued for the agreed purpose j)      Collect receipts and keep books to accurately record all financial tractions k)      Produce quarterly statements that all Occupy Londoners can access and question. l)      Produce a yearly finance report that includes annual accounts and is independently audited and agreed by the GA. 

2.      MEMBERSHIP 

Finance Council

The Finance Council will consist of delegates from all Occupy London working groups and camps.  Camp and working groups will regular participation of at least 20 members will be allowed 2 representatives, 30 members 3 delegates etc.  Members will be delegates nominated annually / 6 monthly by Occupy London working groups / camps using a clear transparent process

Finance process committee This will consist of (5 – 12) members Members will be elected from amongst the delegates (or Occupy Londoners) yearly via a secret ballot.  Rotation of positions is encouraged and no individual member may hold the position for longer than three years, either continuously or in different years.  Members can be recalled if there is a serious breach of safer spaces or finance wrong doing, or dereliction of duty (and there has been a due process to agree this) Any 7 delegates can call for a vote of no confidence in the Finance process committee and bring for a majority vote of 75 %. 

3.      WORKING GROUP TERM OF OFFICE The working groups remit will be agreed by the General Assembly yearly

4.      FACILITATOR  and ROLES The Finance Council and process committee will agree the facilitator at the proceeding meeting/ this will rotate  The Finance process committee will elect/ appoint a treasurer yearly who will have responsibility for producing the financial reports and maintaining the financial records with the support of the process committee The finance process committee will elect/ appoint a member yearly who will have responsibility for calling all the meetings and keeping the minutes up to date The finance process group will develop other roles, such as people to lead on fundraising, which it will appoint / elect as it sees fit 

5.      SUB – GROUPs  The Finance Council and process committee can set up sub groups to work on particular projects, such as Fundraising and co-opted members from Occupy London. The remit and Membership must be agreed by the Council or process committee and the sub group must report back to the respective forum regularly. 

6.      MEETINGS Bi Monthly open meetings of the council are held every two months that all FS / Occupy Londoners can attend, ask questions on the bi monthly statement and contribute to debate and discussion. These will be held in a publically accessible meeting space.  The Finance Council will meet at least biweekly. Meetings of the council will be held in public in an open accessible public London venue  The Finance process committee will meet at least biweekly and before each Finance Council

Proposal put forward by the Land and Housing sub-group of the Economics WG.

Housing lies at centre of economics crisis we live in. Idea is to put together a government program of social housing offset by money that has gone into quantitative easing. What we want to do with that idea, is get NGOs and other people like British Social Housing Federation, Shelter, Chartered Institute of Housing etc. who know a lot more about the subject than we do. If we manage to achieve meetings of this kind we would like to have the approval of the GA.

The Land and Housing sub-group can go ahead and arrange this conference. Conditions apply: (a) the WG gives the GA regular updates on their progress (b) The GA gives approval of any final documentation that would be aimed at the government (proposed by Economics WG).

Taking action regarding consistent breaches of Safer Spaces Policy

Occupy London requires safer spaces to perform its work. A safe space is a place where the people inhabiting and visiting that space are practising sober, process-respecting, non-violent and peaceful behaviour.

Any location not providing a safer space, is not suitable for holding Occupy London meetings or events. Funding requests from such locations cannot be considered until they can be shown to provide a safer space in which Occupy London's work can continue. The same principles apply to individuals and working groups who do not follow the precepts of our safer spaces policy. An unsafe space and individuals or groups not practising safer spaces policy do not represent Occupy London.

We need alternatives; this is where we work towards them.

No funding requests will be allowed for people or places that breach SSP.

No events or meetings will be held at unsafe sites.

Amendment to Online Safer Spaces Policy

Having already acheived consensus, it was felt that the Online Safer Spaces Policy was lacking in important aspect. This is the amendment we wish to add:

"Personal attacks and false and defamatory accusations will not be accepted."

There was originally a sentiment similar to this in the Policy, however it was removed during the intial consent of the Policy.

The amendment will be added to the Policy.

Users of Occupy London online platforms will have their access removed to said platforms if they breach this new code of conduct.

There will be a meeting once a week for both sites together. The working group reps from each site will exchange numbers and communicate. Each camp will have a phone at the info tent. We are first occupy to have two sites. We need to enable the camps to be autonomous yet communicating, to experiment and demonstrate how decentralized organizing can work. It is Occupy London rather than separate projects. Each GA will include some feedback from the other site.

  1. The current system is unsustainable. It is undemocratic and unjust. We need alternatives; this is where we work towards them.

  2. We are of all ethnicities, backgrounds, genders, generations, sexualities, dis/abilities and faiths. We stand together with occupations all over the world.

  3. We refuse to pay for the banks’ crisis.

  4. We do not accept the cuts as either necessary or inevitable. We demand an end to global tax injustice and our democracy representing corporations instead of the people.

  5. We want regulators to be genuinely independent of the industries they regulate.

  6. We support the strike on 30 November and the student action on 9 November, and actions to defend our health services, welfare, education and employment, and to stop wars and arms dealing.

  7. We want structural change towards authentic global equality. The world’s resources must go towards caring for people and the planet, not the military, corporate profits or the rich.

  8. We stand in solidarity with the global oppressed and we call for an end to the actions of our government and others in causing this oppression.

  9. This is what democracy looks like. Come and join us!

Occupy London Statement of Autonomy

Occupy London is a people’s movement. It is party-less, leaderless, by the people and for the people. It is not a business, a political party, an advertising campaign or a brand. It is not for sale.

We welcome all, who, in good faith, petition for a redress of grievances through non-violence. We provide a forum for peaceful assembly of individuals to engage in participatory as opposed to partisan debate and democracy. We welcome dissent.

Any statement or declaration not released through the General Assembly and made public online at occupylsx.org should be considered independent of Occupy London.

We wish to clarify that Occupy London is not and never has been affiliated with any established political party, candidate or organisation. Our only affiliation is with the people.

The people who are working together to create this movement are its sole and mutual caretakers. If you have chosen to devote resources to building this movement, especially your time and effort, then it is yours.

Any organisation is welcome to support us with the knowledge that doing so will mean questioning your own institutional frameworks of work and hierarchy and integrating our principles into your modes of action.
